I think Illustrator is great for the kind of cel-shaded look, and I would absolutely recommend it, especially if you're a student, because the discount is amazing. You can also get some really cool effects drawing realistically...
I always get frustrated trying to do lineart in photoshop, for the same reason you mentioned; I always want it to be cleaner, and illustrator helps with that.
The only downside is it's kind of a counter-intuitive way to draw; it's more like making pictures out of (extremely versatile) paper cut-outs than drawing. Once you get used to that, though, it's awesome. And the vector thing just means you can make it whatever size you want with no loss of quality, so yeah.
